How would I be able to build a 3 in 1 cot for my special needs daughter

Given the number of cots available through second-hand marketplaces, I'd recommend you check out your local community to see if one is available. I have a similar one that I picked up during a curbside cleanup. With a lick of paint, it was as good as new.
If you have the appropriate D.I.Y. skills, you could build something like this, though the complexity, safety concerns, and material cost might be fairly prohibitive. If you do want to give the project a go, you'll find various construction plans online. However, I'd first look for a second-hand unit you could refurbish.
