Typically, rust forms on steel when exposed to moisture, so it sounds like a painted coating might have deteriorated. The typical method of rust removal is through abrasion and sanding. Once the rust has been sanded back, it can be treated with a rust converter. After the rust converter has had time to work, the area can be primed and painted to exclude moisture from the area and improve its appearance.
