pebble resurfacer, can it laid onto dirt?

Hi all,

Just a quick question can MaxPro Pebble resurfacer be laid directly onto a hard dirt floor?? 

I'm renovating my mothers outdoor garden/living area, its had carpet laid under the table n chairs for yrs now and the ground underneath is set like cement. 

Cheers in advance for any advice.
